President Bush falls off Segway

I thought the Segway was supposed to prevent this from happening:

President Bush momentarily loses his balance while riding a segway personal transporter

The photo shows Bush tumbling forward, with the Segway’s handlebars on the ground. I thought the Segway’s high tech balancing system was supposed to prevent that?
